JOB TITLE: Local Coordinator – “CareConnect” Project
PLACE OF WORK:  Tirane with frequent trips to North-West and South-Est of Albania
START DATE: May 2025 or shortly thereafter
TYPE OF CONTRACT: Full time work contract, 100 % engagement
DURATION: 3 months probation period, 1 year with the possibility of extension
The Institute for Sustainable Policies (“ISP”), is a non-governmental and not for profit organization. It was established in 01.06.2015 and duly registered within Tirana District Court, through Court Decision no. 1025 on 24.06.2015. ISP vision is “To work together towards a sustainable future”. ISP was created by its founding members with the aim of contributing to the development of sustainable policies, which are those policies that intend to create economic growth taking into account both social equity and environmental protection. In fact, the mission of ISP is “to promote the long-term sustainable policies, which are in balance with social and economic development and provision of qualified assistance and professional expertise in management and finance”. ISP is an independent non-politically affiliated organization. ISP has a variety of goals, which have as their common feature the fact that they are focused on developing and implementing activities of public interest. Actually, ISP program areas are: Human rights, Monitoring the justice system, Democracy and good governance, Economic and social dimensions of EU integration, Youth and access to the labor market, Albanian art and culture, Financial Education, Environment, green skills, Startups and entrepreneurship. Considering the needs and challenges of the Albanian society in the transformation process, as well as ISP goals, its work is focused on: monitoring implementation of children rights, policy research and analysis of legislative and institutional framework for public bodies, advice and advocacy for children rights; youth and access to the labor market; Albanian art and culture with a focus on young artists; capacity building and trainings; gathering and elaborating statistical data; developing questionnaires models and conducting surveys, monitoring justice performance of services, producing reports, policy papers and other studies. From the beginning, our purpose is to become an important bridge between our beneficiaries and central/local government authorities. We aim to bring the community challenges and problems to the central authorities, to advocate for them and to include their needs in the implementation of economic and social policies.
The project
ISP is implementing “Empowering civil society and communities to Advocate and Empower for Migrant Care Workers and Children”, a project financed by a Grant of GIZ. It aims to empower grassroots organizations and communities to support migrant care workers, women, and children in precarious situations. The project operates in the northern and southeastern regions of Albania, including Shkodër, Lezhë, Korçë, and Pogradec. CareConnect will enhance the capabilities of local civil society to deliver care services, advocate for care work recognition, and build sustainable local partnerships. Through tailored training, mentoring, and funding mechanisms, the project contributes to inclusive, community-based solutions for social protection and dignity.
Main Objective
Strengthen the capacity of grassroots organizations to provide specialized support services for migrant care workers, women and children in precarious situations.
Specific Objectives
  • Empower grassroots organizations through targeted training, mentoring, and development plans.
  • Promote the value of care work within communities affected by migration and global care chains.
  • Foster institutional collaboration between civil society organizations, local governments, and other stakeholders.
  • Establish a dedicated funding mechanism to support local initiatives that contribute to the care economy and social protection.
Job description
The Local Coordinator will support the implementation of CareConnect in the assigned area by coordinating field-level activities and serving as the primary liaison between ISP and local stakeholders. Under the supervision of the Project Manager and in coordination with the ISP team, the Local Coordinator ensures efficient execution of project components including capacity building, community engagement, and monitoring of supported grassroots organizations. This position will be based in Tirana with frequent trips to the country, mainly in Shkoder, Lezhe, Korce and Pogradec. The Local Coordinator will be contracted for a 12-month period. A first 3-month probation contract will be signed before the definitive contract.
Tasks
  • Coordinate the implementation of project activities at the municipal level
  • Facilitate communication between ISP, local civil society, and institutional stakeholders
  • Assist in the identification and engagement of grassroots organizations and beneficiaries
  • Support the organization of info sessions, trainings, mentoring, and peer-learning events
  • Monitor the implementation of Capacity Development Plans (CDPs) for local organizations
  • Collect data, prepare progress reports, and provide feedback to the ISP project team
  • Contribute to the visibility, advocacy, and awareness campaigns at the local level
  • Ensure that project activities comply with GIZ requirements and ISP standards
  • Participate in coordination meetings and support the sustainability of local partnerships
Qualifications and Skills
  • University degree in Economics/Accounting, Business, Social sciences or any relevant fields
  • 0-2 years of relevant experience in project coordination
  • Excellent command of the English language and fluency in both written and spoken English
  • High quality of writing in Albanian
  • Sharp analytical skills and ability to process and analyze data/information in both English and Albanian
  • A fine eye for document drafting
  • Ability to work off own initiative and to proactively follow and tune-into the dynamics of teamwork
